¶1. (SBU) This is the final report providing security-related
information for the Vancouver 2010 Winter Olympic Games as of noon
February 28, 2010. Please visit the following link for additional

¶010. The interagency U.S. Government (USG) Joint Operations Center
(JOC) can be contacted on a 24-hour basis at 604-692-2509, ext 4013
until 0800 March 1.

¶2. (U//FOUO//LES) Canadian and USG authorities are currently
unaware of any specific, credible threats to the Games as the
Closing Ceremonies approach Sunday, February 28, at 5:30 p.m. BC
Place will open to ticket holders at 1:30 p.m. Anti-Olympics
demonstrations scheduled for Sunday are not expected to affect the
Closing Ceremonies; however, Canadian authorities assess
anti-Olympic activism today will be more widespread, and possibly
more disruptive, than previously anticipated.

SECURITY ISSUES

¶3. (U) USA, Canada to face off in Gold Medal Hockey Game -
The Gold Medal match between teams USA and Canada is underway at
Canada Hockey Place (CHP). Concerns remain as to the potentially
contentious nature of today's game and its impact on public order.
Downtown liquor stores are restricting alcohol sales through the
weekend in an attempt to mitigate potential incidents. CHP is
located within blocks of Vancouver's entertainment district,
primary pedestrian corridors, and many hotels.

Protests:

¶4. (U//FOUO//LES) February 27 Protest Activity - The "Pirates
of Justice" flash mob occurred without incident yesterday adjacent
to Canada Place.

¶5. (U//FOUO//LES) The anti-homelessness advocacy group Red
Tent staged a peaceful "Olympic Wrap-Up" demonstration at Canada
Pavilion (near CHP) at noon. Approximately 25 to 30 activists
arranged 142 red tarps as a fence around the outside fence
surrounding Canada Pavilion's Live Site entertainment venue.
Vancouver Police were present during the demonstration.

¶6. (U//FOUO//LES) Current Protest Activity - The "Games Over!
Resistance Lives!" demonstration is scheduled to take place from 1
to 5 p.m. today at the intersection of Smithe and Cambie Streets,
several blocks south of BC Place. Early information indicated
organizers intended the event to be inoffensive to both police and
the public; however, 171 attendees are currently confirmed and may
block the intersection. Black Bloc advocates are likely to
participate, although there is no indication that they intend to
engage in violent or illegal tactics during this event. Online
discussions of the event indicate a high proportion of participants
may proceed afterwards to the Tent Village to join its supporters,
a decision that could turn into an impromptu march.

¶7. (U) No Olympics-related security incidents occurred during
this reporting period.

Threats:

¶8. (SBU) At this time, there are no known specific, credible
transnational terrorist threats against the Vancouver Olympics.

SECURITY OPERATIONS

¶9. (SBU) Diplomatic Security remains engaged in daily USOC
team movements.

¶10. (SBU) Department of Homeland Security Secretary Janet
Napolitano, Health and Human Services Secretary Kathleen Sebelius,
and US Ambassador to the UN Susan Rice will depart Vancouver March
¶1. The VIP delegation is scheduled to attend several events,
including the Men's Gold Medal Hockey match at Canada Hockey Place
and the Closing Ceremonies.

Friday's semifinal games set the stage for the much-anticipated
Gold Medal match between Teams USA and Canada. As with previous
games between the perennial rivals, concerns exist as to the
potentially contentious nature of Sunday's 12:15 p.m. PST game at
Canada Hockey Place (CHP) and its impact on public order. Downtown
liquor stores will restrict alcohol sales through the weekend in an
attempt to mitigate potential incidents. CHP is located within
blocks of Vancouver's entertainment district, primary pedestrian
corridors, and many hotels.

¶4. (U//FOUO//LES) Mass exodus expected at Vancouver
International Airport March 1 - A record number of passengers - an
estimated 40,000 - is expected to depart the Vancouver
International Airport (YVR) on March 1. The crush of travelers may
create delays, potential confrontations between passengers and
security/airport staff, and safety/crowd control problems in an
emergency. Canadian authorities are currently unaware of any
threats to YVR.



Protests:



¶5. (U) February 26 Protest Activity - The "Critical Mass Bike
Ride" transpired without incident.



¶6. (U//FOUO//LES) Current Protest Activity - The "Pirates of
Justice" flash mob - a group protesting working conditions on
Olympic security accommodation vessels - is scheduled for noon
today adjacent to Canada Place. This group's previous activities
were not associated with property damage or violence. Approximately
seventy attendees are currently registered for this demonstration.



¶7. (U//FOUO//LES) The anti-homelessness advocacy group Red
Tent is staging an "Olympic Wrap-Up" demonstration at Canada
Pavilion (Dunsmuir and Beatty, approximately 2 blocks NE of Canada
Hockey Place) at noon PST today. Demonstrators plan to assemble at

Keefer and Abbott Streets then move approximately one block west to
Canada Pavilion. Once at Canada Pavilion, activists intend to set
up 142 red tarps and use 1700 feet of "messaging" to "wrap the
entire pavilion" as part of their call for an end to homelessness.
Protesters are encouraged to bring a paintbrush, instruments, and
sleeping gear to stay overnight. The march from the assembly area
at Keefer and Abbott Streets to the Pavilion will likely disrupt
traffic and temporarily obstruct public access to the exhibit, but
it not anticipated to interfere with any Olympic events.



¶8. (U//FOUO//LES) Anticipated Protest Activity - The "Games
Over! Resistance Lives!" demonstration is scheduled to take place
from 1 to 5 p.m. on February 28 at the intersection of Smithe and
Cambie Streets, several blocks south of BC Place. This
demonstration has 171 attendees currently confirmed and is expected
to be peaceful.



Incidents:



¶9. (U//FOUO//LES) At c. 10:50 a.m. PST today, TSA and CBP JOC
sources received word of a suspicious item at the Vancouver Airport
international terminal. The suspicious item - an outbound
passenger's bag - was inspected and found benign by CBP and
Canadian law enforcement personnel. No further action was required
by Canadian or USG personnel and the incident is considered closed.
No other Olympics-related security incidents occurred during this
reporting period.

Threats:

transnational terrorist threats against the Vancouver Olympics.

¶3. (U) February 25 Protest Activity - Yesterday's anti-Olympics
protest at the Britannia Community Services Centre passed without
incident. Anticipated "flash mob" activity in downtown Vancouver
yesterday afternoon failed to materialize.

¶4. (U) Current Protest Activity - Bicyclists and skaters plan to
participate in a "Critical Mass Bike Ride" slated to depart from
the Vancouver Art Gallery around 6 p.m. PST on February 26. This
recurring, regularly scheduled event is not anti-Olympics in
nature; however, the route is unknown and could affect the Men's
Hockey Semi-Final game at 6:30 p.m. at Canada Hockey Place. Minor
traffic disruptions are expected.



¶5. (U) Anticipated Protest Activity - A group calling itself
"Pirates of Justice" - costumed advocates of better working
conditions for cruise ship employees - is advertising a "flash mob"
for noon, February 27. While the specific location is currently
undisclosed, previous activity occurred in the vicinity of Canada
Place (note: this location, which includes the Main Press & Media
Centres, is along the waterfront and is not the same as Canada
Hockey Place). Prior events sponsored by this group were festive
in nature and not associated with property damage or violence.

¶12. Public Affairs: Public Affairs staff assisted Secretary
Sebelius' team in arranging for Canadian and U.S. media interviews,

among youth as part of Michelle Obama's 'Let's Move' initiative.

attended the "Share the Gold" human chain protest in the Downtown
East Side yesterday evening. No significant disruption was
associated with the event. The protest was approximately .5 miles
from Canada Hockey Place, the nearest Olympic venue.



¶4. (U//FOUO//LES) Current Protest Activity - An anti-Olympics

demonstration at Grandview Park and subsequent march to the nearby
Britannia Community Services Centre Rink is scheduled from 3:30 to
6:30 p.m. February 25. A small number of activists will reportedly
protest the use of the rink for Olympics practice, though it will
not likely affect those scheduled. This demonstration is being
touted on the militant activist website
www.no2010.com; however, the Royal Canadian Mounted Police and
Vancouver Police are monitoring the situation and have sufficient
security measures in place.



¶5. (U) Additionally, open sources report flash mobs may occur at
the corner of Georgia and Granville at 5 p.m. and the corner of
Robson and Granville at 5:30 p.m. These events are generally
peaceful in nature but may cause minor traffic disruptions.

incidents involving stolen Olympics tickets later resold for
profit. Canadian authorities have arrested several individuals
since February 20 for suspected dealings in stolen Olympic tickets.

¶10. (SBU) At this time, there are no known specific, credible
transnational terrorist threats against the Vancouver Olympics.



SECURITY OPERATIONS

¶11. (SBU) Other than scheduled USOC and team movements, no major
Olympics-related security operations have transpired during this
reporting period.



¶12. (SBU) Department of Homeland Security Secretary Janet
Napolitano, Health and Human Services Secretary Kathleen Sebelius,
and US Ambassador to the UN Susan Rice will visit Vancouver from
February 25 to March 1. These VIPs are tentatively scheduled to
attend ice and speed skating venues, as well as the hockey quarter
finals and the closing ceremonies.



PUBLIC AFFAIRS/PUBLIC DIPLOMACY



¶13. Public Affairs-The brief detention of a US athlete was
reported by numerous news sources on February 25,th spurring
several calls to the Consulate from other media organizations.
Post has declined comment, citing privacy laws.

¶14. USOC officials reported that a US bobsledder, named in the
press, was briefly detained and released the night of 24 February
for a domestic incident. Consular assistance was offered, but
declined by the Amcit.

¶3. (U//FOUO//LES) Calls for Service Up, Crime Down - According to
information provided by the Royal Canadian Mounted Police (RCMP), a
recent snapshot of local criminal activity revealed there were 260
calls for service between midnight and noon on February 22, ten of
which occurred within the 150-metre buffer zone around Olympic
venues. Nothing of consequence to Olympic security was noted.
Additionally, reports of Breaking and Entering were down 73%
compared to the same period last year, and there were 74% fewer
Theft from Auto incidents.



¶4. (U) Women's Gold Medal Hockey Game: US vs. Canada - On

February 25 at 3:30 p.m. PST, the US and Canadian women's teams
will face off for the gold medal at Canada Hockey Place. While the
women's tournament has not garnered the same level of media
coverage as the men's, passions are expected to run high,
especially given the recent 5-3 defeat of Team Canada by the US
men's squad.

Downtown East Side from 4:45 - 5:15pm PST. Demonstrators hope to
form a chain of individuals for three blocks along either side of
East Hastings Street, between Carrall Street and Gore Avenue. The
protest will likely be peaceful, but may cause minor traffic
disruptions.

¶8. (U//FOUO//LES) Local law enforcement sources and activist
handbills indicate an anti-Olympics protest is scheduled from 3:30
-6:30 p.m. PST, February 24 at Grandview Park. RCMP advised a
small number of activists who protest the use of the Britannia
Community Services Centre rink for Olympics practice intend to
convene at the park - some two blocks from the Britannia Community
Centre - and following a brief demonstration, to march from the

park to the rink. The protest has been advertised via community
handbills and posters, but has not to date drawn significant
promise of support. The US men's and women's hockey teams have
scheduled practice on February 23 at the Britannia facility; it is
unlikely their activities will be affected. RCMP and Vancouver
Police are monitoring the situation and have sufficient security
measures in place.

¶9. (U) Bicyclists and skaters plan to participate in a "Critical
Mass Bike Ride" departing from the Vancouver Art Gallery around 6
p.m. on February 26. This recurring event is taking place as
regularly scheduled and is not anti-Olympics in nature; however,
the route is unknown and could affect the Men's Hockey Semi-Final
game at 6:30 p.m. at Canada Hockey Place. Minor traffic disruptions
are expected.

alcohol sales early in the third period. Additionally, the
Vancouver Police Department enacted a 7 p.m. closing time for
public and private liquor stores in the downtown area and increased
the number of officers on duty. Despite the presence of some
200,000 people on the streets, the evening passed without
significant incident.

their flight.

Disorder - Local law enforcement authorities are concerned over the
potentially contentious nature of today's U.S. - Canada match - to
be held at 4:40 at Canada Hockey Place - and its impact on public
order. Canada Hockey Place will cease liquor sales early in the
third period to address crowd control issues. The venue is located
within blocks of Vancouver's entertainment district, primary
pedestrian corridors, and many hotels; authorities expect a charged
atmosphere among fans with implications for the aforementioned
areas.

¶4. (U//FOUO//LES) Games Draw Record Numbers of Revelers -
Local press report a recent, general increase in crowds - 150,000
on the evening of February 20 - and public revelry on Vancouver's
streets. Adequate law enforcement resources appear on hand for the
growing number of generally well-behaved revelers in the downtown
area, though drinking in public and criminal behavior is not
tolerated. As a preventative measure, the Vancouver Police
Department (VPD) asked the B.C. Liquor and Licensing Branch for
assistance with a 7 p.m. closing time for public and private liquor
stores in the downtown area this weekend.

Area - VPD reports a 30 year-old Vancouver man is recovering in the
hospital after he was "slashed" during an altercation in the 1100
block of Granville Street at 2 a.m. on February 20. A 23-year-old
Vancouver man, known to police, was arrested and is facing a charge
of aggravated assault. The VPD Robbery/Assault Squad is continuing
the investigation. The incident occurred a short distance from the
USA House and in an area heavily frequented by pedestrians.

believed to be a hoax.

¶4. (SBU) Anticipated Protest Activity - The next demonstration of
note - a "Rally for National Housing" - is scheduled for noon on
Saturday, February 20 on the north (Georgia Street) side of the
Vancouver Art Gallery. Canadian sources expect it to be non-violent
and further note some visiting anti-Olympic activists are departing
Vancouver, which suggests additional protests are unlikely.
Diplomatic Security will continue to monitor protest activity and
will provide updates as necessary.

Incidents:



¶5. (U//FOUO) Second Possible Security Breach at BC Place - Open
sources report a person with a valid ticket for Monday's Victory
Ceremony at BC Place passed through security with a possible
suspicious item in his/her bag. The person walked away from the
screening area before the bag could be further inspected. The Royal
Canadian Mounted Police Integrated Security Unit's Emergency
Response Team responded, but could not locate the subject. Police
are unsure what the device in question may have been; however, the
RCMP did a thorough sweep of the 60,000-seat stadium at the end of
the evening with negative results. Olympic security staff noted
safety procedures at BC Place are being reviewed. Law enforcement
officers supervise security personnel at a 1:4 ratio at Olympic
venues; pedestrian screening should take between 30-60 seconds per
person.



¶6. (U//FOUO//LES) Suspicious Map of Whistler Athlete's Village
Discovered - RCMP advised Whistler-based DS Field Liaison Officers
(FLOs) that a small map depicting locations of Coca-Cola machines
in the Whistler Athlete's Village was discovered. Canadian
authorities are investigating.

a passenger aboard U.S Airways flight #508 from Phoenix to
Vancouver. She was intercepted in the outbound jet way on February
18, after which she was interviewed and her baggage was examined
with negative results. FAROOQUI has crossed the U.S.-Canada
boundary line six times in the last six months and has no prior
derogatory information.



¶9. (SBU) FBI Receives Anonymous Write-in Alleging Unspecified
Olympics Attack - FBI headquarters received an anonymous write-in
threat letter contending Nazreen Ali - an alleged international
terrorist of Fijian descent currently living in Canada - and her
sister "are planning to do a big one in the winter Olympics" (NFI).
The write-in stated the alleged terrorist had returned to Fiji to
obtain additional training and would attempt to re-enter Canada via
Los Angeles Airport between January 1 and 30, 2010. The letter
appears to have been mailed from Canada. The RCMP is aware of and
investigating the information.

Protests:

¶2. (U) 17 February Protest Activity - A small group of
demonstrators held a rally in front of St. Marks Church at the
University of British Colombia (UBC) - some several hundred meters
from the UBC Thunderbird Arena, an Olympics venue. The peaceful
rally, which drew approximately 30 people, was organized by United
Church of Canada members, UBC Catholic students, Regent College
evangelical students, and the group "Streams of Justice." The
rally was over at approximately 1500 PST. UBC Thunderbird Arena
hosts women's ice hockey events, one of which began at 1430 PST
yesterday.

¶3. (U) Separately, members of Fathers-4-Justice (F4J) - an
organization that campaigns against the family law system -
unfurled a banner on the Lions Gate Bridge during the morning
commute. Police responded to the F4J activity, which caused only
minor traffic disruption.

¶4. (U) Current Protest Activity - There are no Olympics-related
protests scheduled for today, February 18.

¶5. (SBU) Anticipated Protest Activity - The next demonstration of
note - a "Rally for National Housing" - is scheduled for noon on
Saturday, February 20 on the north (Georgia Street) side of the

Vancouver Art Gallery. Diplomatic Security will continue to
monitor protest activity and will provide updates as necessary.

Incidents:

¶6. (SBU) Update: Subject Detained at Opening Ceremonies - On the
evening of February 12, an individual attempted to enter the
International Olympic Committee VIP section during Opening
Ceremonies at BC Place. The individual reportedly possessed fake
credentials and was detained by RCMP officers prior to reaching the
dignitary seating area. It is not clear to what extent the subject
used fraudulent accreditation to access the venue or proceed
within. According to media reports, the RCMP determined the
subject - a 48 year-old man - was unarmed, but harbored an
"infatuation" with U.S. Vice President Joe Biden. RCMP officials
advised the man was turned over to Vancouver Police custody and
subsequently admitted to a psychiatric facility. The subject is not
a known activist and did not appear to have malicious intent. The
RCMP reports they do not believe the Vice President was in danger
at any time during the incident.

Threats:

¶7. (SBU) At this time, there are no known specific, credible
transnational terrorist threats against the Vancouver Olympics.

¶8. (U//FOUO//LES) Suspicious Call to TSA Operations Center - At
0945 PST, the DHS/TSA Herndon (VA) Operations Center (TSOC)
notified Vancouver CBP JOC personnel of a suspicious phone call
received by TSOC at 0628 EST today, February 18. The caller
stated, "Please check your Phoenix to Vancouver flights," and then
hung up. The call was traced to a room at a Charlotte, NC Marriott
hotel. At this time, the nature and credibility of the call are
undetermined, but the information is being addressed as a potential
threat.

¶9. (U//FOUO//LES) Actions Taken: TSA has notified Phoenix Police
and the Phoenix Joint Terrorism Task Force. Through the
Vancouver-based RCMP Integrated Security Unit, TSA has also
notified local law enforcement and Transport Canada regarding the
possibility of the call affecting Canadian carriers. U.S. law
enforcement agencies in Phoenix and Charlotte are investigating the
call alongside the FBI. The USG Vancouver JOC is also coordinating
with Phoenix and Charlotte police and FBI offices. DHS/CBP and
Vancouver Police are coordinating with CBSA on joint enforcement
operations for pre-cleared Vancouver to Phoenix flights. Vancouver
Police identified four flights into Vancouver and four flights
departing Vancouver for Phoenix. TSA is increasing inspection and
screening activities at Phoenix Sky Harbor (PHX) International
Airport. CBP JOC personnel in Vancouver will provide Olympics
Coordination Center (OCC) in Bellingham, WA with updates and will
request that the OCC provide updates concerning CBP Phoenix-related
activity.

SECURITY OPERATIONS

¶10. (SBU) Other than scheduled USOC and team movements, no major
Olympics-related security operations have transpired during this

PUBLIC AFFAIRS/PUBLIC DIPLOMACY

¶11. The section received a number of calls from press organizations
(Globe & Mail, NY Times, Canadian Press) about reports that an
improperly credentialed person had been able to come within a few
meters of Vice President Biden during the Games' opening ceremony.
The section referred all calls to RCMP and the Integrated Security
Unit.

¶12. Rumors are making the rounds that President Obama may yet make
an appearance at the Olympics. One reporter claims that word is
making the rounds that a gold medal match between the Canada and

the United States would bring the President to Vancouver. To those
calls that we are receiving on this, we are responding with a flat
'untrue.'

¶13. Team USA's record medal winning day yesterday drew mention in
the press, though not nearly as big as in the U.S.

¶2. (SBU) Current Protest Activity - United Church of Canada
members, University of British Columbia Catholic students, Regent
College evangelical students, and Streams of Justice will stage an
anti-Olympic march to (UBC) Thunderbird Arena today at noon. The
march, which is expected to be peaceful, will highlight how the
Olympics have historically displaced housing for the poor. The
Thunderbird Arena hosts women's ice hockey events, which begin at
2:30 p.m.

¶3. (U//FOUO//LES) Additionally, members of Fathers-4-Justice (F4J)
- an organization that campaigns against the family law system, had
planned a stunt demonstration, possibly to climb or chain
themselves to the Lions Gate Bridge or another bridge in BC's Lower
Mainland. Previous direct actions by F4J have included scaling the
New Westminster BC Supreme Court building, the Sapperton SkyTrain
Station, and the Alex Fraser Bridge. The F4J website states that
members use non-violent direct actions and civil disobedience to
attract publicity to their campaign and exert pressure on
politicians. As of 0645 PST, DS sources reported local police
presence on the Lions Gate Bridge. Police were on the scene in
response to reports F4J activists had unfurled a banner on the
bridge during the morning rush hour.

¶4. (SBU) Anticipated Protest Activity - No protests are currently

scheduled for 18 or 19 February. The next demonstration - a "Rally
for National Housing" - is scheduled for noon on Saturday, February
20 at the Vancouver Art Gallery. Diplomatic Security will continue
to monitor protest activity and will provide updates as they become
available.

Incidents:

¶5. (U) LiveCity Yaletown Concert Canceled After Spectator Injuries
- Open sources report the Alexisonfire concert at the LiveCity
Yaletown Olympic venue was canceled February 16 after spectator
injuries resulted from an alleged "rowdy" and "violent" crowd.
Several Twitter users report that a barricade collapsed and injured
fans just as the band started to play their concert set. The venue
will reopen for events this evening.

Threats:

¶6. (SBU) At this time, there are no known specific, credible
terrorist threats against the Vancouver Olympics.

¶7. (U//FOUO/LES) Telephonic Threat to Four Seasons Hotel in
Whistler - The Royal Canadian Mounted Police investigated this
threat - communicated February 16 - and have attributed it to a
disgruntled former guest who called from California. The FBI has
shared information with the RCMP; there appears to be no nexus to
terrorism and the threat appears to lack substance.

PUBLIC AFFAIRS/PUBLIC DIPLOMACY

¶9. Ambassador Jacobson made an appearance on CTV's Canada AM
television show this morning. In a live broadcast from Whistler,
the Ambassador offered positive remarks on the manner in which the
Games have been conducted, on the displays of Canadian national
pride and patriotism and on the general spirit of goodwill evident
in the Games. Canada AM's estimated audience on 1.6 million
viewers across Canada. Also the Ambassador's Olympics blog
highlighting the enjoyable experience was featured and linked in
leading national newspaper the Globe and Mail 's political blog.

¶11. The US Presidential Delegation to the Closing Ceremony of the

¶2. (U//FOUO//LES) February 15 Protest Activity - The "Anti-War and
Anti-Militarization Moving Spectacle" drew approximately 100
protesters who marched peacefully from the Vancouver Art Gallery
through the urban core until slowly dispersing several hours later
near the intersection of Abbott and Hastings. Preliminary reports
suggested militant anarchist elements might embed themselves in the
demonstration and/or proceed to the U.S. Consulate, located three
blocks from the assembly point; however, this did not occur. Local
law enforcement was prepared to take a proactive role to interdict
potential anarchist/criminal activity.



¶3. (SBU) Several suspected Black Bloc members wearing balaclavas
reportedly infiltrated the anti-homelessness rally "No Empty Talk,
No Empty Lots" earlier in the day, but took no destructive action.



¶4. (SBU) Anticipated Protest Activity - No protests are scheduled

from 16 through 19 February. The next demonstration - a "Rally for

to run in the story. The Consul General's and the Ambassador's
remarks reiterated U.S. confidence in Canadian security measures
and abilities, while also stressing that the United States remains
ready to assist Canada if needed and if requested.

¶2. (SBU) February 14 Protest Activity - The 19th Annual Memorial
Women's March took place from noon to 4 p.m. yesterday. The march
began at the Carnegie Community Centre and proceeded through
Downtown Eastside. This event was not overtly anti-Olympics and
there were no reports of disruptive activity. Vancouver's 36th
Annual Chinese New Year Parade also took place yesterday with no
Olympics-related disruptions.



¶3. (SBU) Current Protest Activity - The second successive "2010
Autonomous Day of Action" is scheduled for today. As evidenced in
Saturday's demonstrations, small groups of anarchists may engage in
acts of vandalism and confrontations with local law enforcement.
An anti-homelessness rally called "No Empty Talk, No Empty Lots" is
scheduled for noon at Pigeon Park (at Carrall and East Hastings
Streets). An "Anti-War and Anti-Militarization Moving Spectacle"
will also take place at the Vancouver Art Gallery (Georgia Street
side) at 6 p.m.

¶4. (SBU) Anticipated Protest Activity - No demonstrations or
protests are scheduled from 16 through 19 February. The next
demonstration is scheduled to be a "Rally for National Housing" on
Saturday, 20 February at the Vancouver Art Gallery beginning at

SECURITY OPERATIONS



¶7. (SBU) A vehicle in U.S. Vice President Joe Biden's motorcade
was involved in a minor accident on Sunday when a van in the
motorcade was rear ended by the motorcade vehicle behind it. Two

individuals in the van were taken to a local hospital as a
precaution and were later released. The Vice President's vehicle
was not involved in the accident.



¶8. (SBU) U.S. Vice President Joe Biden departed Vancouver this
morning en route to Washington, D.C.



PUBLIC AFFAIRS/PUBLIC DIPLOMACY

¶9. The Public Affairs desk received an initial inquiry about the
motorcade event from Global TV. We worked closely with White House
staffers to keep them apprised of that initial media call and
provided contingency planning advice in preparation of the news
becoming more widely circulated. We collaborated closely with the
JOC's SWO to keep all parties informed of news coverage, which
ultimately received wide publication in the United States and
lesser coverage in Canada (partly because the winning of Canada's
first Olympic gold medal eclipsed the motorcade accident in
Canadian media).

CONSULAR ISSUES

¶10. An AMCIT has been arrested and charged in relation to the
February 13th disturbance by the Black Bloc anti-V2010 group. ACS
staff report that subject will be transferred from Vancouver PD
custody to CBSA custody, with the expectation that he will be taken
to the Canada-U.S. border in the next couple days. Latest
information indicates that he will face two weapons charges at a
March 15th court date.

¶11. ACS staff has been in contact with the two distinguished
guests of the Vice-President who were involved in the February 14th

VPOTUS motorcade accident. Latest reports indicate that both were
treated at a local hospital and released.

POLITICAL/GENERAL ISSUES

¶12. Vice-President Biden hosted a reception in support of the USOC
at the home of the US Consul General. The event was attended by
approximately 70 guests and featured remarks by the Vice President
supporting US Olympic efforts and the work of the USOC. Following
the reception, Vice-President Biden attended the US-China women's
hockey game where the US defeated China 12-1.

¶13. Unseasonably warm weather conditions continue in the Vancouver
area.

¶14. In an event described by local media as "Our long national
nightmare is over," Canadian men's freestyle mogul skier Alexandre
Bilodeau won the country's first ever Olympic gold medal on

Olympic Protests:



¶2. (SBU) February 13 Protest Activity - Approximately 250
individuals - many of them affiliated with so-called "Black Bloc"
anarchist groups - engaged in acts of vandalism during the "Heart
Attack" march, which was apparently part of a broader "2010
Autonomous Day of Action." One group threw red paint at the Hudson
Bay Company store at Granville and Robson Streets and smashed two
windows with a newspaper box. In a similar incident, the Toronto
Dominion Bank sustained damage to one of its street-level windows.
Newspaper boxes, rubbish bins, and caf???? furniture were also
dragged
into the street at various locations to obstruct traffic. Broken
windows and spray paint graffiti on cars and buses were reported at
other locations. Vancouver Police arrested at least seven for
attempted assault at West Georgia and Cardero Streets. The Lions
Gate Bridge was also temporarily closed to vehicular traffic due to
reports that protestors were moving in that direction. The bridge
was never affected and later reopened.

¶3. (SBU) Current Protest Activity - The 19th Annual Women's
March will take place from noon to 4 p.m. today. The march will

coincides with the march.



¶4. (SBU) Anticipated Protest Activity - Another "2010
Autonomous Day of Action" is scheduled for Monday, February 15. As
evidenced in Saturday's demonstrations, small groups of anarchists
may engage in acts of vandalism and confrontations with local law
enforcement. An "Anti-War and Anti-Militarization Moving
Spectacle" will take place at the Vancouver Art Gallery (Georgia
Street side) at 6 p.m.



Incidents:



¶5. (SBU) Subject Detained at Opening Ceremonies - An
individual who attempted to enter the International Olympic
Committee presidential box inside BC Place during Friday's Opening
Ceremonies using fake accreditation was detained. While the motive
is unclear, the subject is not a known activist and did not appear
to have malicious intent.



Threats:

¶6. (SBU) At this time, there are no known specific, credible
terrorist threats against the Vancouver Olympics.



¶7. (SBU/LES) Alleged threat to Olympics deemed non-credible -
According to Federal Bureau of Investigation (FBI) information,
Vancouver police were notified that an inmate at Pinellas County
Jail, Florida, conversed with a prisoner of Arabic origin regarding
a possible terrorist attack on February 20 involving an aircraft
flown into the main area of the Olympics in Vancouver (NFI). The
FBI ascertained no individuals matching the alleged Arabic inmate
are presently incarcerated. This threat is considered non-credible.






SECURITY OPERATIONS



¶8. (SBU) U.S. Vice President Joe Biden is scheduled to attend
several Olympic events in Vancouver today. The Vice President is
scheduled to depart Vancouver on Monday, February 15.





PUBLIC AFFAIRS/PUBLIC DIPLOMACY

¶9. Public affairs staff continued to assist White House
advance with setting up press interviews, with Vice President Biden
taping one interview with NBC Saturday evening, and another with
CBS on Sunday morning. The Globe and Mail's Jane Tabor has
requested an interview with Ambassador Jacobson for early next
week. No press inquiries on Olympic-specific topics.

POLITICAL/GENERAL ISSUES



¶11. Vice-President Biden and Canadian Prime Minister Stephen
Harper held a bi-lateral meeting Saturday. They discussed issues
ranging from security to the economy and the upcoming G8 and G20

¶12. Unseasonably warm weather conditions, fog, and heavy rain
continue to interfere with Olympic competitions. Olympic officials
have been forced to reschedule many outdoor events.



¶13. During a rainstorm on Cypress Mountain, American women's
freestyle mogul skier Hannah Kearney upset Canadian gold medal

hopeful Jenn Heil to unexpectedly take the first US gold medal of
the Games. Canadian efforts to win a gold medal on Canadian soil,
a feat never achieved in the Winter Olympics, has been a constant
feature of Canadian media coverage leading up to the 2010 Games. A

Olympic Protests:



¶2. (SBU) March to BC Place Mostly Peaceful - The "Take Back
Our City" march at 3 p.m. yesterday, February 12, drew an estimated
1,000 people before police stopped it near BC Place, the site of
the Opening Ceremonies. Several protesters threw small items and
police arrested a few demonstrators, but the march was mostly
peaceful and dispersed by 7:40 p.m.



¶3. (SBU) Current Protest Activity - Bands of protesters, some
affiliated with the "Heart Attack" march and the "2010 Autonomous
Day of Action," are reportedly circulating throughout the city,
some numbering up to 250. Reports of violence and property damage -
in the form smashing windows of retail stores, damaging cars, and
throwing objects at police officers - are being received. Police
escorts are accompanying several groups, and anti-riot police are
stationed at key locations in downtown Vancouver. The Vancouver
Police Department and Royal Canadian Mounted Police have made

several arrests.



¶4. (SBU) Anticipated Protest Activity - The 19th Annual
Women's March is scheduled from noon to 4 p.m. tomorrow, February
¶14. The march will begin at the Carnegie Community Centre and
proceed through the Downtown Eastside. Anti-Olympic protesters are
discouraged from attending.

SECURITY OPERATIONS



¶7. (SBU) U.S. Vice President Joe Biden arrived at Whistler
Mountain today and is attending several Olympic events.

PUBLIC AFFAIRS/PUBLIC DIPLOMACY



¶8. The presence of Vice President Biden was mentioned several times
during and after the Olympics' opening ceremony, and the Vice
President was briefly shown on-screen during the march-in of Team
USA on CTV. Prior to the opening ceremony, the VP's meet and greet
with Team USA athletes was covered by Getty, NBC and Associated
Press journalists, which post's public affairs staff worked to get
into the event.

POLITICAL/GENERAL ISSUES



¶10. The Vancouver 2010 Winter Olympics officially opened with a 3
hour celebration at BC Place. During a dramatic display of lights
and music, athletes from around the world were greeted by tens of
thousands of energetic spectators, as well as international

leaders, and celebrities. The elaborate ceremonies placed a special
emphasis on the diversity of Canadian cultural history, especially
aboriginal.



¶11. Post Political/Economic Officer Beau Fancher observed
anti-Olympic protests in downtown Vancouver immediately prior to
Friday's Opening Ceremonies. An estimated 1,000 protesters, many
carrying banners and yelling slogans of various causes from
pro-environment, pro-aboriginal, to anti-capitalist, protested the
Opening Ceremonies. The march was met by massed police lines in a
sometimes tense, but otherwise peaceful demonstration. The
protesters were contained and unable to seriously impede access to
the Ceremonies. The protest was centered at the meeting point of a
main entrance to the Ceremonies and the provincial representative
Alberta House. Many of the protesters carried signs and banners
critical of the controversial development of Alberta oil reserves,
known as "tar-sands." A senior representative from the BC Civil
Liberties Association, a group that has been highly critical of
Vancouver Police Department's (VPD) planned handling of potential
protests, expressed praise for VPD's "measured" response to the
protesters at the Opening Ceremonies.



¶12. Following arrival in Vancouver, Vice President Biden and rest
of the Presidential Delegation attended an afternoon USOC hosted US
athletes' pep rally. The Vice President addressed approximately70
US athletes, wishing them well in their upcoming competitions and
taking the opportunity to speak with each team individually while
taking team photos. The Vice President and Dr. Biden then attended
the GOC hosted Heads of Delegation reception before proceeding to
the Opening Ceremonies. Vice President Biden and the rest of the
Presidential Delegation attended the Opening Ceremonies and stayed
through the entirety of the festivities. Competitions begin this

morning with the first medals awarded in the final round of men's

SECURITY ISSUES



Olympic Protests:



¶2. (SBU) Minor Disruption of Olympic Torch Relay - As anticipated,
the Olympic Torch Relay encountered minor disruptions as it
circulated through urban Vancouver this morning. At one point, the
relay halted as a knot of activists blocked a downtown
thoroughfare, after which local security personnel and Olympics
officials re-routed it. As of this writing, protest activity has
been light, and there have been no arrests or incidents of property
damage or violence.



¶3. (SBU) Anticipated Protest Activity - The Opening Ceremonies
commences at 6 p.m. today at BC Place Stadium; anti-Olympic
factions - including umbrella organizations like No2010 and the
Olympics Resistance Network - are planning a 3 p.m. "Take Back Our
City" march from the Vancouver Art Gallery to the stadium.
Canadian officials expect between 1,000 and 1,500 protesters during
the rally.

Incidents:



¶4. (SBU) Suspicious Package at SeaBus Terminal Rendered Safe - A
suspicious package was identified Thursday evening in North
Vancouver at Lonsdale quay near the north shore SeaBus terminal.
SeaBus (water taxi) service between Vancouver and North Vancouver
was suspended while RCMP EOD personnel examined the package. There
was additional concern because the package was located near fuel
tanks. RCMP, utilizing a water cannon, neutralized the package and
determined it contained fishing rods and equipment. The SeaBus
terminal subsequently reopened.



¶5. (SBU) U.S. citizen deported from Canada - The Canadian Border
Security Agency deported AmCit Gregory Marks to the United States
after finding an inert hand grenade and pornographic literature in
his vehicle. Marks also possessed a typed paper outlining a
scenario for paragliding into the opening ceremonies of the
Vancouver Winter Olympics. The scenario describes launching from
Whistler with the goal of gaining notoriety. An FBI interview
determined Marks was emotionally disturbed and has no ties to
domestic militia groups.

¶6. (SBU) At this time, there are no known specific, credible
terrorist threats against the Vancouver Olympics.


SECURITY OPERATIONS



¶7. (SBU) U.S. Vice President Joe Biden is wheels down in Vancouver
today, February 12, and is scheduled to stay at the Vancouver
Fairmont Hotel.



PUBLIC AFFAIRS/PUBLIC DIPLOMACY



¶8. Public Affairs staff was fully engaged today in attending to
media needs surrounding the opening ceremonies. PA staff from
Mission Canada worked with press staff from the Office of the Vice
President to manage press at the arrival of Air Force 2, the
athletes' meet-and-greet with the Vice President and Ambassador,
and the GOC reception for Heads of delegation. Call volume to the
Public Affairs telephone line in the OCO was light.



CONSULAR ISSUES



¶9. Whistler ACS reported that an alpine skier on the U.S. Olympic
Team was injured in a practice run at Whistler. She has been
evacuated by helicopter from Whistler. DS FLO reports the Amcit
probably had a concussion and was evacuated from Whistler most
likely as a preventative measure. ACS has no further information
about her situation at this time.

¶10. ACS reported the Consulate visit of an Amcit claiming USG
officials had promised her "Olympian" status. ACS spoke to her
mother who indicated that her daughter is not taking her
medication. RSO was able to confirm through CBP that the Amcit
has a return ticket to Ohio on 13 February. ACS will remain alert
to any further developments.



POLITICAL/GENERAL ISSUES



¶11. Celebratory atmosphere in Vancouver is increasing as the
Olympic flame makes it way around the city streets. The flame
crossed over the Lion's Gate Bridge a little before 0700 PST.
Shortly afterward, California Governor Arnold Schwarzenegger
carried the flame through the Park, passing off to past Olympian
Sebastian Coe. The flame will continue a meandering movement
through the city until arriving at the Opening Ceremonies at BC
Place shortly after 2000 PST.



¶12. The only sad news on an otherwise festive day was the report
out of Whistler of the death of Georgian Luge athlete Nodar
Kumaritashvili. Kumaritashvili was on a practice run at the
Whistler Sliding Center when his sled veered out of control up the
side wall at the fastest part of the track. The athlete was thrown
from the sled into a pillar and died of his injuries a short time
later. It was estimated he was traveling at nearly 90 mph at the
time of the accident.



¶13. Vice President Biden and the rest of the Presidential
Delegation to the Opening Ceremonies arrived safely in Vancouver at

noon 2/12. They have a full program in the afternoon, including a
Meet and Greet with U.S. Olympic Athletes and attendance at the GOC
hosted Heads of Delegation reception. The final event is the
Opening Ceremonies, which are scheduled to begin at 1800 PST and
are estimated to last three hours. Preliminary round competition
started this morning in Whistler for the men's individual ski
jumping. Competitions begin in earnest tomorrow morning with the
first medals awarded in the final round of men's ski jumping. A
